basicity and O/p groups

I know when a meta group(electron withdrawing) is on the ortho/para position it increases a compounds acidity more than a meta group on a meta position. But what about basicity?? Would an electron donating group make a compound more basic if it was on the o/p position or if it was on the meta position?

for acidity the para is the most acidic. if the group on there is electron withdrawing. In regards to basicity....i dont think you can make that call, but i would assume an electron donating group would be best on the otho position.
