Does Baylor traditionally accept their own for their 4year spots? And what about the part on their web page about reservations for American Federal Services? Only military?

My understanding is the 4 year spot is traditionally military.

The 4 year spot is reserved for military only. This is because the funding for the 4 year spot is provided by the military.
