Benefit to e-submitting before some materials received?

I'm confused why PTCAS encourages applicants to submit applications before all materials have been received. For rolling admission schools, they don't review your app until all material has been received, right? If this is the case, what is the benefit of applying before things like some transcripts or GREs have been received? Am I missing something crucial?
 
it takes a few weeks to calculate gpa. Get everything in as soon as possible so whenever they finish your calculated gpa they send your application to the schools.
 
E-submitting your application to PTCAS doesn't mean sending your application to the schools. By e-submitting early, you're allowing PTCAS to start calculating your scores as soon as they receive it which speeds up the process.
