I just finished year 1 of a 5 year med school here in Australia. I am wondering what is the best time to take the USMLE? I also read something about doing the NBME, what exactly is the NBME and how do I access it?

99% of students take the USMLE Step1 immediately after second-year med. If you don't feel prepared, you can take additional time. There's no restriction, but just be aware that the longer you postpone, the more diligent your study habits need to be in order to keep the previous years' material fresh.
 
I took Step 1 in May of my third year, I did well. Took Step 2 CK in December of third year. Take it when you feel ready, don't worry about the timing. I would advise studying for it during some non-demanding third year rotations.
