Better backup option: prelim year versus categorical spot in different specialty?

If applying to a very competitive specialty, what is a better backup option in the very real case that I don't match? A prelim year and reapply, or scramble into a categorical position in a less competitive residency (like IM or FM or psych) and reapply after one year? The reapplication would be to a third specialty (little point in reapplying to super-competitive specialty with same application).
