Assuming Windows, if you need a free photo manipulation program, I generally recommend the Windows port of the Gimp. It's pretty heavy duty, but it'll do whatever you need, and it's cheaper than Photoshop.

Picasa 2 from Google is a completely free download and can automatically make do B/W, adjust lighting, warm skin tones, etc. (in addition to its primary job of organizing photos.) I've made some great B/W prints using Picasa.

but i was under the impression that Gimp mimics almost all of the functions/layout of photoshop. might not be a bad idea to learn it... you'd be able to do really amazing things that might come in handy someday (e.g., turning a bad photo into a fantastic one).
