Does anybody know the reason for the blackout dates the whole month of Feb?

i can make a random guess...to change the DAT...seems people have been getting the same ones for quite sometime now...

Does anybody know the reason for the blackout dates the whole month of Feb?

Every year they have blackout dates. They meet and discuss the test and exam it so see if there are ways they can improve it. I believe that is also when they add or delete questions from their test banks.
