If you have enough credits, pre-reqs, and MCAT, then technically yes you can apply. A degree is not required to get accepted to pod school, but it would look better
 
Yes as long as you have the 90 credits, pre-reqs complete, and MCAT score you can apply and matriculate. However, I suggest completing your degree.
 
Finish your degree.

If for any reason something were to happen, you would still have it as leverage, no matter what your major is.

Your opportunity cost is already high. Don't forego it.
