Damn...I remember it on "That's Incredible!" - the kid's name was Minh Thai, and, with his vision intact, did it in 22 seconds and change. Let me look that up...yeah, 22.95 seconds - although that record was set in Hungary. Was the TV show a fix?
And this brother does in in 28.80 seconds, without any sensory input besides tactile. (Well, smell and taste were intact, but would not be useful in this case.)
