1. Normally Part I is taken after the second year. A handful of schools now take it after the 1st year. Arizona and Nova do this, and I believe UNLV may be doing it as well.
2. NBDE II has been computerized for a while. NBDE I should be available on computer sometime this winter.
3. Typically, it is just like applying to dental school. That is, you apply during your junior year of dental school.

We just got an email from our school about Board info:
Good news: National Board Part One examination has now been computerized
thus eliminating the need to take the exam in July or December. Thus, any
student who cannot take the exam in July will be able to take the exam in
late August or later once he or she has passed remediation. Actually it may
be beneficial for students who do not feel fully prepared in July to take
the exam later in the year since they will have more study time in August
and so on. The computerization of the National Board Part One examination
also eliminates a "optimal time to receive the highest standardize curve".
Many students believe that taking the exam in July will offer a higher curve
than in December. This will no longer be true. The curve will be based on
1-3 month increments. For more information contact the national boards at
1-800 621-8099 or on the Web at www.ADA.org
The choice is now yours.
Regardless of your eligibility to take the examination in July, ALL students
are expected to participate in the pre-exam training offered by the NYU dental
College.

I'm getting married between 2nd and 3rd year, and the added flexibility in scheduling my NBDE I. Sweet! 
I just spoke with the ADA 5 minutes ago, and they said the applications for the computerized NBDE I will be available ONLINE in the next week or two.
The first possible testing date should be the second Monday in February.

Wow guys thanks. Thats awesome now the test is computerized and you can take it anytime. But does tis also mean that you get your scores immediately?😱
It will take 2-3 weeks for the computerized exam (whereas the paper exam takes 6-8 weeks to get scores back).
