boiling pt of a liquid in a vacuum is...zero?

During fractional distillation, the comp's are separated with the help of vaccum. Kaplan says that it reduces the bp, but does this mean that the compounds are boiling off that zero pressure.

the vaccuum manifold doesn't create a true 0 pressure system - far from it. but it does lower pressure significantly enough to boil liquids at much lower temps.
