It is usually racial minority. Asian people are not a minority, often they are a majority among medical and dental applicants
 
I don't know about ALL Asians but east Asians are not considered URM. Rather, they're considered over-represented in some sense. Affirmative action in academic settings works AGAINST east Asian students in many cases. But I guess it really depends on individual's background.
I know that are a couple dental schools that mostly accept black and Hispanic students but I doubt they have an advantage in other schools just because they're URM.
