Alright, so a high blood oxygen partial pressure would decrease breathing rate because your blood is saturated with oxygen and your body doesn't need anymore, thus, your breathing is decreased. Destroyer # 47 also says that low blood CO2 partial pressure would decrease breathing rate. This means that there is a lack of CO2 in your blood (which is good?) and so to keep it that way, your breathing rate is reduced?
