Buffalo in-state tuition?

Searching the forums, I found a few mentions of getting in state tuition at Buffalo after first year.

That is so awesome, but a part of me thinks it seems too good to be true!

I found this on the SUNY website and now I'm confused:

"3. Individuals do not meet the twelve-month residency requirement if domiciled in New York State primarily to attend college."

Does anyone know more about this?

During the interview at Buffalo, they were pretty clear on the fact that most of their students qualified for in state tuition after the first year, as long as you rented a place or lived in some of the dorms (but not others.)

I was under the impression that you had to purchase a house.
