Answer: D

I think i'm missing sum basic concept, did the balance equation, but not sure what there looking for/ asking for.

And to make a buffer solution you need the corresponding acid/base component added as a salt. So in this example NH3 is considered a weak base and so you want to add its conjugate acid (NH4+) as a salt (NH4-Cl). No balancing is needed in these buffer type questions, unless they specifically say something about stoichiometric proportions.
