I was wondering if weak acid and roughly half of an equivalent of strong base would make a buffer?

According to TBR, it does, but other prep books do not state this. They state that weak acid and salt of conjugate base in equal mole proportions make a buffer.
 
They say the same thing. Let's say you dump in a beaker of water:

2 mole acetic acid and 1 mole of NaOH

It will make 1 mole of acetic acid + 1 mole of sodium acetate + 1 mole of water.

So you will have a soln of acid (acetic acid) + conjugate base (acetate anion)
