Agreed. If you're going to send the same e-mail to multiple schools, just copy and paste. It's not that hard.
First they are BULK emails, not BUNK.
Two, by definition BCC = Blind carbon copy = nobody can see who else is BCC'd.
Lastly, what you would bulk email them? That you want to go there? That you are too lazy to write them a unique email?

You could use Mail Merge in Outlook to send it as a "To:" instead of a BCC, but considering it would be at most about 20schools it would probably be quicker to just copy and paste into a new email each time.

I hope the overwhelming consensus of "yes, it is considered bad etiquette" is being communicated effectively here.
Yes, and you can have placeholders for the school name which get expanded, etc. It can work quite nicely. On the other hand it has the potential for a serious blow-up-in-your-face. Which is why I would not recommend it for something as sensitive to people who have not used it before.
