I think it depends on the program; I know some programs don't release the order of the waitlist so if you call them they will not tell you what your specific chances are. They will probably just give a very vague answer..but I don't think it would hurt your chances if you did either. Keep in mind though, the admissions board probably receives multiple calls a day of people asking about their chances on the waitlist.
