You can apply and the fact that you CS results aren't back yet probably won't hurt you because it has such a high pass rate. You would HAVE to have the results in by a certain date (end of Feb?) though otherwise you would be automatically withdrawn from the match.
It would be best to get it done in time, however, because as an IMG the more you have done, the better. If at all possible, take the CS in time to have results so that you can have your ECFMG certificate when you apply or shortly thereafter. The program has more confidence in you that way.
If you apply with "appeared for CS" and your results are due in September or October that is stil plenty of time.

All your exams and paperwork clearing you for ECFMG certification (exception being final diploma if you are still in school) must be done by the Rank Order List date to remain in the match.

Of course you can, but as an IMG the best advice is to get as much done as possible before applying. I think that is a very important point. The security blanket of the scores and ECFMG cert are reassuring to the programs.
People I met throughout this process had problems because they waited too long.
