Can anyone briefly explain the Hall Effect to me?

The hall effect has to do (iirc) with the creation of an electron gradient perpendicular to a current. It is caused by the magnetic field of the current.

Its one of the few ways you can distinguish positive charge from negative charge. Also, it has all sorts of crazy quantum things.
