Can anything negate low USMLE scores for anesthesia residency?

Hi,
I am a USMG who scored in the 70s and early 80s on all 3 Step exams (this was my big red flag). I did research and got a publication while in medical school in a well known peer-reviewed journal for anesthesiology. I also completed 2 months of electives in anesthesia while in med school, however, I did not match when I applied right out of med school and only received 3 interviews that year. So, I completed a year of general surgery, then did a residency in a primary care field (that I will be completing in 2012) and got a MPH degree (from an ivy league). So my question is does anyone know of any programs where low board scores can be negated by a demonstrated interest in anesthesia and other accomplishments of note? I started with my current residency's anesthesia program, and the PD there was very big on scores, citing he would lose his job if >70% of residents didn't pass their gas boards and the people that never pass are always the ones who scored below 220 on USMLEs. I am willing to go anywhere in the country and also willing to repeat a PGY-1 year if necessary. Any insight or suggestions anyone may have would be greatly appreciated. Thanks.
