The latest you can apply to start fall 2019 depends on the school. You can see the last day to apply on OptomCAS. Most schools accept applications until February. There are a few that accept til March, but it’ll be very late and they would have given out most if not all spots. So no, you can’t apply for both cycles at the same time. The next cycle (fall 2020) does not open until July 2019.
