Can I get into an REU or Surf as a Freshman

I have perfect grades, can get 2 pretty good rec letters, a lot of research and volunteer experience. I just want to start this year at an REU (I don't care if its in North Dakota or Alaska or Montana or Adams County Iowa). Should I even bother applying?

There's no reason not to. Having two good letters will be the choke point for most freshmen but if you can get those letters, then you have a shot.
