you can have it in your luggage bag but not sure about carry on..

Yes you may. It is not sharp in any way . I have carried mine before.
Hand instruments like hatchet and chisel etc may be a problem .

Why do you want to take a risk..Put it in your luggage..you are not planning to drill anyone's teeth in the flight, are you !? I would say carry it in your luggage with some good packing 👍

I donot want to lose it. It is a little expense compared to other instruments. I ever lose my luggage by airplane company before.

Not sure about handpiece, but I have my instruments confiscated at security before as it was in my carry on. Not allowed. I would call your airline and be sure.
