Can I/ should I ask for a scholarship? And how

I'm deciding between Vanderbilt and UPenn. I'm going to both second looks this month. I was offered a 75% tuition scholarship at Vandy and nothing at Penn. I love both schools and hope second look gives me clarity on which is tops for me. I think I would be happy at either one, but I'd love equal ground going in. Could I/ should I ask Penn for a scholarship and let them know finances are important to me and might sway me toward Vandy or would this be in bad taste? If I should, how do I ask, and when is the best window of opportunity? I don't want to wait too close to May 15th when I have to make my decision. I would love it if LizzyM would weigh in. Any insights/advice from anyone is appreciated. Thanks!

Congrats on your success. Without knowing more about you (such as if you/your family is extremely wealthy) it's hard for me to imagine that Penn is even still in the picture. You say you love them both, so how is this even a close call? Perhaps you should ask Penn about $$ before you travel for second look. They may say "no way" and then your decision is made, right?
 
You can ask. Penn can say "sorry, can't help". If that happens, you are no worse off than you are if you don't ask.

Penn might throw some money your way, particularly if you choose to matriculate there anyway and they have money that other folks turned down. (just as Vandy might give your scholarship to another student if you matriculate at Penn).
