Can I submit secondaries while waiting for LORs?

I am currently waiting for my committee letter (which takes a while), but have several LORs in. I submitted a secondary to one school and it says my application is complete since I have their minimum amount of LORs even though I have an assigned letter (the committee letter) still to come. Should I wait until the committee letter comes before submitting other secondaries?

if you want that letter in, then perhaps. I've heard they are not obligated to wait for extra letters once they have the minimum required

You are submitting a committee letter AND individual LORs? 😕 It should be one or the other, not both.
