Can programs tell you're an IMG before downloading your application?

So a couple of programs that I applied to haven't download my application yet. I applied on Sept1st by the way and my application is complete. But these programs have began to give out interviews already. So my question is can a program know that you're an IMG before they download your application or do they have to download it to see that info?

... and, they cannot choose not to download your application. If they have not downloaded yours, neither have they downloaded anyone who has applied after you.
 
So who exactly are they giving interviews to if you applied on September 1st? And if they are offering interviews they must have downloaded applications at some point already, even if it was 10 minutes before you applied on September 1st.

A good point. Something doesn't add up. If your application status remains "not yet downloaded" you should check with someone at ERAS -- if programs have really started offering interviews.
