Yes, you can add programs at any time until either program or ERAS deadlines.

how much will you be charged to add another program? Let's say you've applied to 16 programs and then add 1 more later....will it just be the $8 for the extra program or will it be $60 since they think you are starting all over again with selecting programs?

You will be charged whatever the fee is based on the total number of programs you have applied to. You are not starting over.
