Can you submit your Optomcas before your transcripts/LORs are in?

Can you submit your Optomcas before your transcripts/LORs are in? I know certain things "lock" upon submission. Anyone know?

Also, I have heard in the past that people have gotten interviews before all of their evaluations were complete. I wonder if this is the case this cycle as well?

you can submit your optomcas when you're ready, but i think they won't be sent out to the schools until your transcripts are in since they need to do the gpa verification.
