Does anyone have any experience with obtaining a canadian optometric license without having to take the CACO board exams? I have heard of some graduates taking all parts of the NBEO and working in either BC or Montreal in order to later obtain a license in another province (I.e. Ontario).

Unless you actually want to practice in BC or Quebec, it seems like far too much hassle to me. Why not just take the test?
