Would it correct to say that at resting potential, it is possible for voltage gated K+ channels to be open (on the green point on this figure)? Because during the repolarization phase, VG-K+ channels are in the process of closing so at this point they would not be fully closed and so it further goes on into the hyperpolarization phase.

Yep, the K+ out of the cell overshoots and closes somewhere around step (4) in the diagram. Na+ / K+ ATPase eventually brings the cell back to membrane potential.
