Chances as a Canadian applying to US

Ok so I will be applying as a Canadian to US schools both private and public. I was wondering for those public schools that accept international students, do they differeinate between out of state (not regional i.e not in a state near their state) and an international student from Canada? Or is the chances of acceptance the same for both demographs. Because I know someone who applied and only got 2 interviews out of 10 schools applied and he had a 3.7gpa with very high dat scores. Edit: And I hear on the forums people getting 5 out of 6 interviews they applied for with much lower gpas and dat scores.

Should I be expecting any Pre-December interviews my app was sent 8/26, and my GPA is 4.03 (i dont know how its over 4) my dat is pretty much 22's across the board

How are we supposed to know? Call your schools and ask if you're really that curious.
