From what I gathered, UCONN has an extremely strong in state preference. Though I've been a New York state resident for the past 12 years, will having been a Connecticut resident for the first 10 years of my life weigh in my favor? To what extent?

Actually, for a state school, I thought they were pretty friendly to OOSers, since they matriculate more than 15% who aren't from Connecticut. Their Secondary doesn't give you an opportunity to discuss connections to the state (as many other state schools' do), which leads me to doubt you will get extra points because of your early childhood address. If you were born in the state, that would be apparent from the application if anyone looks for it. If your numbers are similar to theirs, I'd say go for it.
