I’m going to apply to all my in state schools and also USUHS is one of my top choices given my current ROTC commitment/I know I’d like to be a military physician, but was wanting advice on where/if I should aim at maybe a few other schools outside of TX, and if it’s worth applying to 1 or 2 top 20/30s given my lower GPA. And also if I have a good shot at TX schools?

If you are going to apply to your Texas schools you need to do so this week. For OOS schools I suggest these:
USUHS
Tufts
Boston University
Quinnipiac
New York Medical College
Hofstra
Einstein
Seton Hall
Georgetown
George Washington
NOVA MD
Oakland Beaumont
Rosalind Franklin
Loyola
Creighton
TCU-UNT
California University
Kaiser

I'd say it's worth applying to a few top-20s; URM doctors are sorely needed and you've got a chance at 'em.

With your excellent qualifications, you don't NEED to apply to any schools outside of Texas.
Therefore, just apply to those OOS schools you'd PREFER to your top 3 Texas schools.

But tick tock! TMDSAS opened a full month before AMCAS so you're already kind of late.

Yep. Basically, that means any top-20 that interests you over a Texan school. There's no guarantees in this game; you're a superstar or close to it because of your URM status. You might get into Harvard; you might go to a Texas school that you ranked 4th. Good luck!
