so cost is definitely a factor in my decision-making...anyone know of the best cheapest mph/mha programs? any programs that are really good deals?

I think the answer you are seeking is an easy one: your in-state university. Private universities are all going to be drastically more expensive.

sadly my in-state univ aren't accredited. any others?

I am a little biased, but quoted from the UT-SPH website:

"... tuition at The University of Texas School of Public Health is the lowest among the top 15 ranked SPH schools and is a great value for your money.
Currently, a full 12 months* of in-state tuition and basic fees is only $4,919**. Out-of-state tuition and fees is $14,554. Most scholarships and traineeships allow out-of-state students to qualify for in-state tuition."

true that!!!
but if there is any way to find out a one year mph/mha course that costs cheap as in a state university, can somebody please tell me?
my primary concern is finance and i need to complete the mph in as small finances as possible..

The accredited international schools are also very reasonable. SFU as an international student is slightly cheaper than both of my instate options. For the Spanish speakers, the Instituto Nacional de Salud Publica is 5,000 American for the whole program, and the admissions people are crazy nice.
