Cheapest special masters programs?

Hey guys so it's most likely that I will be doing a SMP this fall to get my GPA up. I was looking through some and realized they can get very expensive (Tufts is around $40,000). Can you guys recommend some of the cheaper ones that's still effective?

you can always do your own post bac and take courses at cc in which units are cheaper
if the GPA is too low and can't break 3.0 without more than a years worth of units/credits than a masters would be better since it will be a separate GPA instead of lumped in with the undergrad gpa
