Checks Cashed Before Primary App complete??

I mailed out the secondary application fee to the schools that requested it after AADSAS submission... but was anyone's checks cashed before their application was complete (mine hasn't even been sent out and also missing LORs)? I thought they would wait until my app was complete before cashing it...
