how do we know that 10^-2.7 = to a number between 1 and 10 x 10^-3

I think you have a typo, but 10^-2.7 is slightly larger than 10^-3 (0.001) because 10^-3 = 1/10^3 and 10^-2.7 = 1/10^2.7. Since you are dividing by a smaller number (10^2.7 is smaller than 10^3) 10^-2.7 should be larger than 10^-3, but not significantly.
