Which is not Chlorate?

a. ClO2 (-)
b. ClO3 (-)
c. ClO4 (-)
d. ClO4 (2-)

This problem is in #48, the 1st test of TOPSCORE.
The answer is D because D doesn't exist.
However, #A is Chlorite, #B is Chlorate and #C is Perchlorate, so I chose #A.
Can anybody explain?

The inorganic group ClO3 or a compound containing it
