it does. the whole reason "balks" exist is to keep pitchers from deceiving baserunners. so, no such thing as a "balk" (technically) if there's no one on base.

I mean, theoretically you might get to see if a batter is planning on squaring around to bunt, if he's a super-speedster. So there is a non-zero advantage to be gained by balking (though you would sure look like a douche).
