Clinically or research oriented?

Okay, so I know that PsyDs lean toward a clinical emphasis and PhDs focus more on research. But, there are some PhD programs that report to be #2 on the 1-7 scale (like Adelphi for example) and PsyD programs that report to be #4 (like Pacific University).
Does it mean that students who graduate from Pacific will get a better or a more comprehensive research training than those who gradute form Adelphi? Or are these two different scales?
 
Technically they are the same scale, but those ratings are not standardized particularly well, programs are just asked what they think they are. If anything, some schools seem to exxagerate to make themselves seem more research-oriented than they actually are.

I wouldn't use it to judge the quality of the training so much as just the focus of the training. A 2 might have more placement opportunities than a 6, but they could still be crappy placements. If you go to a 6 or a 7 with the intent of opening up a private practice, expect the department to be mad at you come graduation😉 I'm not sure clinically based programs feel the same way about researchers, but I know that at very research-oriented schools people are kind of ostracized for wanting to be clinicians, and focusing on clinical training will make people very unhappy with you there. There are a few schools I will not name that are VERY clinically focused that from everything I could see have pretty awful clinical training as well.
 
I know that Insider's Guide book has that scale that rates each program's leaning, but is there a list online?
 
There are some professional schools out there which offer both a PhD and a PsyD. A PhD from these types of schools are likely to be very clinically oriented.

Also, many University based PsyD programs offer a great deal of research opportunities.
