It's happening. US grad numbers were up this year, and a higher percentage matched. And higher numbers of IMGs applying for the match than in prior years. Means many non-US people that in prior years would be getting spots aren't. I think it also likely that SOAP benefits AMGs as well, as places no longer have to grab the first acceptable CV they see, and more consideration benefits those with the LCME seal of approval, although I haven't seen stats for this yet. And when the "all in" policy starts, and pre matches go away, it will be a huge blow to the offshore crowd.
Keep in mind that the US clinical rotations are not LCME governed, and as a result many end up being very lite versions of what US grads endure-- few PDs consider them the equivalent and so it rarely gives Caribbean students equal status to their US counterparts. I have seen several which simply were a joke -- probably sufficient for a nice LOR, but nothing that equates to the sub-Is most AMGs do. (I'm sure there are some places that are better than others, but the PDs aren't going to give folks the benefit of the doubt when the LCME oversight takes most of the doubt out of the adequacy of US versions. So yes, Caribbean places should be bracing for a big hit in the not too distant future.
