college holding transcript bc of unpaid fees

you know how you to have to submit all your transcripts when applying to med school. well what if you went to college for a year and owe a significant amount of fees, and are unable to get your transcript. then attend and graduate from a different college and want to apply to med school. would you have to pay off your fees from the other college in order to get your transcript to submit it? im asking because it would be really cool if i didnt have too because my grades from the college that is holding my transcript are not that desirable...

I was once specifically told by someone (I think it was a premed counselor, citing AMCAS rules) that failure to pay your fees in order to release your transcript is not considered a legitimate reason by AMCAS not to pass it in.
 
I would think this would be considered a form of academic dishonesty. In order to get accepted to your current school, they should have required a transcript from the school you attended previously. If you omitted the fact that you attended another institution and just applied as an incoming freshman, it's not going to go over well when your school finds out you lied.
 
You have to submit all grades that you received at any institution of higher learning. Even if you took CC courses while in high school, those count.

And they cant verify grades without transcripts, so you have to pay those fees as well.
