COMLEX Step 3: whenever, wherever?

I didn't match and I was thinking one thing I could do to "improve" my application is take COMLEX 3 in July so my score is back by early September in time for this years match.

Are there any restrictions to taking the COMLEX like there are for the USMLE? (ie, you must have X months of residency in some states) Unsurprisingly, the NBOME website does not have any info.At all.

Apparently I am able to just purchase the exam and take it, as I have successfully added it to my "cart" on the NBOME website.

Also, can DOs take USMLE step 3 without step 2 CS?

Basically I just want to take COMLEX 3 in the state that I currently reside in and get it out of the way. I am not applying for licensure. I don't understand if residency restrictions apply in that case.
 
I am not positive, but to my understanding once you graduate medical school you can take Comlex step III. Hopefully others can confirm this.
 
Depending, however, on how long it takes your school to process the paperwork, you may be able to sign up for COMLEX 3 1 week after graduation, or not for 2 months. I've heard both ends of the spectrum.

As soon as you graduate, your school informs NBOME that you qualify and you can take it at any time.

OK, I finally was able to talk to someone at NBOME: COMLEX step 3 can be taken anytime anywhere by anyone once your school has confirmed eligibility following graduation. That's it!
 
you need Step 2 CS to take USMLE 3. I confirmed this with the people at USMLE a few months back.
