My school has the usual health committee that will review your lors and other documents and recommend you accordingly.
I have missed the deadline for review this week because I was missing 1 science lor, which I should be getting next week. The next review will take place mid july, and the packet will not be sent until late july or early august.
Of course, I have the option of not being reviewed and just send the letters to AMCAS. If I do this I could be completely done almost a month earlier?

Except that I am retaking the mcat on july 16, and have specified this on my primary. I already have a score in, but I dont know if having a future mcat date will completely put my application on hold, in which case I might as well wait to be reviewed by the committee.

Might as well wait for the review. If med schools find out that your school has a committee and realizes that you opted out of it, this might be viewed negatively. Anyways, the committee letter submission probably won't delay your application because you indicated you'll be taking another MCAT in the future and thus your application will likely be put on hold until the scores come in (mid-August)
