If you know your top choice for a residency program (in this case OMFS), at what point should you let them know they are your #1? I don't want to do it too early and for it to be swept under the rug or seem over-eager, at the same time I would like them to know before they make decisions?

You don’t. Do not contact any residency…it will have 0% influence on how the program will rank applicants on their list.
