So how does this work? I just got an e-mail inviting me for an interview eventhough i haven't completed the secondary. Is this their usual way of doing things? I was only verified last week...

I received my interview invite along with my secondary. So, your situation is pretty common. Don't freak out, be happy! If possible, send in the secondary at least two weeks in advance of your interview. You want them to be able to review your application beforehand. Also, you want to be complete before the interview, so they can make a decision soon thereafter. The worse part is waiting, you don't want to wait to hear from them, trust me!

Yeah, I received my interview invitation along with the secondary as well. However, I do not believe this has happened for everyone if I recall posts from others. I believe some others were only sent a secondary.
 
I got the same interview invite with secondaries. Make sure to call them to make sure that you are indeed complete. I was lucky that I did that because even though my school sent out my letters of recommendation to COMP three weeks before my interview, they somehow did not manage to get there. I had to call up my school to ask them to resend the letters. Luckily they arrived the day before my interview, so all was good in the end.

Supposedly the admissions committee offers about 1/3 of the interviewees "High Priority" interviews, meaning that you get the interview offer before you complete your secondary.

However, I haven't talked to a single person in our class who had to complete their secondary before they were offered an interview. So by my own anectodtal experience it seems like many, if not most of the interviews offered were "High Priority".

At any rate, you definitely have cause to be excited, the first interview is something special.
