Compensations for Respiratory acidosis and respiratory alkalosis?

Hey Guys,
So I'm confused with these Uworld rules:
Suppose you are given the following for the ABG: Ph=7.31 pCO2=47 and HCO3-=24 . . .well obviously this is respiratory acidosis . .. how do you know if its compensated or not?

Like uworld talks about an increase in serum HCO3 by 1 for every 10 but how do you apply it here? By assuming that the norm PCO2 is 37? So the HCO3- should be 25?

Also for respiratory alkalosis it says that there should be a decrease in 2 mea for HCO3 for every 10 decrease in CO2.

How do you know "what the norm level of the CO2 is in the first place?" and how do you know the number you are given int eh question stem is it already accounting the compensation or not?
Can someone please please seriously walk me through these compensations?
