How do people get more money from state schools - is it solely based on if you get into a better program and let that state school know, they will offer you a better financial package?

No, that's just one tactic people sometimes try if their favorite place is offering less. It doesn't always work. Most people's cost of attendance is determined by their need assessment, or merit money that the school decides to offer them, not by having admits to other places.
