When people say they're "complete" at a certain school, do they mean that that's the date they know all of their materials have been received by the school, or do they mean that's when they got an official email from the school saying they're complete? I'm curious because so far there have been some pretty big lapses between those two events for me.

most of the time it is when you get that email from the school .
